Delayed by the Franco -Prussian war, the General Postal Union met for the first time in Switzerland in 1874 and was established as the Universal Postal Union in 1878 with 22 founding members. Its headquarters are in Berne. Apart from facilitating the accounting and all other aspects of the transfer of inter national mail between member countries, the U.P.U. also acts as a consolidator of postal rates and helps to instigate new services within set standards and regulations applicable to all members. As an independent state, the Republic of Cyprus became a member of the U.P.U. in 1960. In 1949, 77 countries and protec ted states of the British Commonwealth issued 310 stamps the majority of which had this common design. The 3-piastre stamp depicts "Hermes" messenger of the Gods and the first "postman".
