The Council of Europe, which is based in Strasbourg, France, was founded by ten Western European countries on 5th May 1949. The aim was to create a region where peoples and citizens could live in dignity, where democracy and human rights where paramount and where the rule of law was established in all walks of life. The Council ’s mission is to promote human rights, strengthen democracy, help nations to sustain political, legislative and constitutional reforms, encourage and promote a common cultural identity yet remain united in its diversity. With more than thirty nations as members and a European population of over 800 million, preserving the quality of life is a for midable task. The council plays an important role in monitoring and addressing society problems ranging from the protection of minority rights to crime, public safety, nature conservation, medical ethics and a multitude of other aspects of daily life. Any individual who believes that his or her rights have been violated can seek redress by appealing to the Human Rights Court. Its judgments are definitive and binding. On May 5th 1999 the Council of Europe celebrated its 50th Anniversary. The Republic of Cyprus has been a member of the council since 1961.
