The 1974 Turkish invasion created a mass exodus and uprooting of some 210,000 people from their homes, turning them into refugees in their own homeland. As a result the government was faced with huge problems in housing, social services, schooling, air transport as Nicosia airport was closed and placed under United Nations control, and an economy that suffered a serious blow to all its resources with a loss of 70 per cent of gross output. The government's initial concern was to meet the basic survival needs of the homeless by providing temporary accommodation in tents, finding alternative housing and providing low cost homes free of charge to eligible families. New schools, hospitals and welfare centers had to be built and with the island cut-off from the rest of the world for lack of air communications, a new airport at Larnaca had become imperative and by February 1975 operations at the new but small airport resumed. Re-activation of the Cyprus economy became the cornerstone of government policies.
