Description

From a historical, geographical and cultural point of view, Cyprus has throughout the centuries been at the extremity of and connected to Europe by European dynastic rulers as well as trade. It is therefore understandable that the Government of Cyprus expressed its interest in an association with the European Economic Community (EEC) as early as 1962. For reasons beyond its control it was not until 1971 that the Government entered into negotiations with the EEC and on 19th December 1972 signed an Assosiation Agreement which was to come into effect on 1st July 1973. The Agreement provided mainly for the progressive elimination of obstacles regarding the main body of trade covering both agriculture and industrial products. Eventually the Agreement was to lead to a complete Customs Union. The Turkish invasion of 1974 disrupted the implementation causing many delays. Many new protocols, terms and conditions had to be worked and agreed upon. Under the provisions of the 1987 Protocol completion
of the Customs Union was to be achieved by 2001-2002. By now the EEC had become the European Union (EU) and the elimination of all tarrifs was now required. Cyprus was to adopt progressively the Common Customs Tarrif (CCT) of the EU and bring its own customs tariffs in line with those of the EU by the end of 1997.The implementation of the Agreement was monitored and reviewed periodically by the Association Council.
