Description

The institution of the Commissioner for Administration and the Protection of Human Rights was introduced in Cyprus in 1991 as the main extra-judicial mechanism of monitoring the administration to establish whether its actions violate the human rights or infringe the laws and regulations of good administration and correct behaviour. Ever since, the Commissioner’s powers have been expanded with additional competences, by virtue of the EU law and the UN conventions ratified by the Republic of Cyprus.

In particular, the Commissioner is competent to act as Equality Body, National Preventive Mechanism against Torture, National Human Rights Institution (NHRI) in line with the Paris Principles, as Independent Mechanism for the Promotion, Protection and Monitoring of the UN Convention for the Rights of Persons with Disabilities and as Independent Mechanism for Monitoring Forced Return Procedures.

Based on these competences, in the last thirty years the Commissioner has been established as the main independent Official for the protection of human rights in Cyprus.
