Το πιστοποιητικό εκδόθηκε το 1959, όταν ακόμα η Κύπρος βρισκόταν υπο Αγγλικό καθεστώς. Η έκδοση του συγκεκριμένου πιστοποιητικού κρίθηκε αναγκαία απο την Κυβέρνηση λόγω της αυξανόμενης εμφάνισης επιχειρήσεων στην Κύπρο την εποχή εκείνη. Ένα ενδιαφέρον συμβάν που θυμάται ο Δημητράκης Γεωργίου είναι ότι κατά την έκδοσή του, η Αγγλίδα υπάλληλος του υπέδειξε ότι το πιστοποιητικό πρέπει να βρίσκεται σε περίοπτη θέση για σκοπούς αιφνίδιου ελέγχου απο ελεγκτές.
The certificate was issued in 1959, when Cyprus was still under the British administration. The British Government of Cyprus considered issuing this certificate due to the ever-increasing appearance of businesses during that period. An interesting fact regarding the certificate is that the officer pointed out to Dimitrakis Georgiou that he should put it somewhere that can be easily viewed for any random inspection.
