Description
Τhe Social Insurance Scheme was first implemented in January 1957. It is compulsory to all legally employed and self-employed citizens of Cyprus who are eligible for social insurance.
The 1957 benefits included those for marriage and maternity, funeral rights, sickness and unemployment, old age, widow’s pension and orphans’ benefits. Substantial changes were implemented in 1964 and benefits became available for industrial accidents and occupational diseases. In 1973 a pension for incapacitated persons was introduced and the sickness pension was extended to cover the self-employed. Also unemployed sickness benefit for married women became available.
The 1974 invasion by Turkey necessitated the implementation of restrictive measures to safeguard the Scheme against the risk of bankruptcy. The levels were, however, restored in 1977.
1980 saw the introduction of the Proportional Social Insuance Scheme under which both contributions and benefits were linked to the income earned from work. The Scheme was rightfully characterized as the most important social policy measure ever effected in Cyprus.
In 2014 the government introduced the Guaranteed Minimum Welfare Scheme. The eligibility criteria are complex and are meant to ensure that only those in real need are supported.
