The conference of European Ministers of Education, held in Nicosia 27th- 28th June 2003 was organised under The Greek Presidency of the EU by the Greek Ministry of National Education and Religion, The European Commission and the Ministry of Education and Culture of the Republic of Cyprus. The conference theme was ""Quality in Education and Active Citizenship"". It addressed European political cooperation in this field including the common objectives of education and teacher training so as to create a dynamic knowledge-based economy that would provide better jobs and greater social cohesion. Discussions centered on the crucial role of the school in preparing citizens to be active in local, national and European contexts and open to the world. The aim of this preparation being the participation of European citizens and society in the development of a European identity based on common values and common cultural traditions. The European Benchmarks which in May 2003 were adopted by the Education Council covered the fields of: early school leavers, graduates in maths, science and technology, low-achievers in reading and literacy and participation in life-long learning.
