Among other activities, the U.P.U. is responsible for coordinating and super vising the introduction of new services. On July 1st 1875 a postcard rate was introduced for the first time for cards going abroad. Inter national express mail was introduced in 1885 followed by insured mail in 1899 and the International Reply Paid Coupon in 1907-8. After the second World War although the U.P.U.’s importance for the standardization of international rates continued, its effect on new services declined. In an earlier meeting in Madrid in 1920 member states were given more freedom to amend overseas rates thus enabling a number of anomalies to be removed. (Extract from: World History, Stamp Atlas)
